A discussion by a scholar of authority of those events which had a distinct formative influence upon the development of European States during the latter part of the nineteenth century, a period remarkable because of the great progress made by the people of Europe in their efforts to secure a larger measure of political freedom for the individual, and the legitimate development of the nation.

In his introductory chapter, Mr. Rose sketches briefly the main events leading up to 1870, and then in his later chapters considers the causes which led to the wonderful development of the last thirty years of the century.
