REPORT BY THE RECTOR

The Rector reported that he and Mr. Sandridge, Executive Vice President and Chief Financial Officer, had met the day before at mid-day with a group of about thirty University employees on the Lawn steps of the Rotunda. The employees, who were led by Ms. Joyce Breeden of the Registrar's Office and Mr. Kevin Cox of the Biochemistry Department, were gathered to protest the new State pay plan.

The group presented five points, directed to the Rector, the President and the Executive Vice President (See Attachment F). The Rector received this listing, along with a petition protesting "lag pay" which was signed by 482 employees.

The Rector then read the following statement to the Board and turned the matter over to the President and Mr. Sandridge for handling:

"We have long facilitated communications to all employees within the University through councils, focus groups, and town meetings. Our efforts have involved the consideration of different models. We will continue to work with employees to find the most effective means of communication.

"We report to all employees on legislative matters involving the work force. Our commitment to these communications involve written and electronic methods. We are constantly trying to improve these procedures and believe the results of our efforts are effective.

"We have been and will continue to work with the administration and the legislature to resolve the 'Lag Pay' issue in a way that is most responsive to the needs of our employees.

"We will continue to take all reasonable and appropriate steps to facilitate the conversion to any new

pay system that involves the delay of pay for our employees. This may include special one-time transition programs involving the Credit Union."
