REPORT ON THE CRANBERG MATTER

After a report on the background in the case of Professor Lawrence Cranberg, Mr. Wheatley, speaking on behalf of the Educational Policy Committee recommended and the Board adopted the following resolution:

  • WHEREAS, the Educational Policy Committee on 20 December 1969, heard the appeal of Dr. Lawrence Cranberg, Professor of Physics at the University, from a directive issued on 21 March 1968 by Provost Frank L. Hereford, with the concurrence of the President of the University;
  • (1) Instructing Associate Provost for Research Kuhlthau not to negotiate another general support grant for the Van de Graaff program with Dr. Cranberg as sole Principal Investigator;
  • (2) Concurring in the Departmental Chairman's proposal for the operation thereof instead by a committee of the physics faculty (Dr. Cranberg was invited subsequently to become a member of this committee, but declined);
  • (3) Approving the proposal of Physics Department Chairman Cabrera to abolish the position theretofore held by Dr. Cranberg as Director of the Physics Accelerator Laboratory;
  • (4) Providing assurance to Dr. Cranberg, as a full professor with tenure, of continuation of the opportunity to engage in research, including use of Physics Accelerator Laboratory facilities and freedom to apply to National Science Foundation alone or in conjunction with others for grants for specific research; and
  • WHEREAS, the Educational Policy Committee after consideration of reports of the Committee on Contractual Relations of the Assembly of Professors (Alford Committee) and of all administrative proceedings in this matter prior to the appeal, and after hearing the evidence adduced on behalf of Dr. Cranberg and on behalf of the University on the appeal, the Educational Policy Committee has reported to the Board its findings that the action by Provost Hereford on 21 March 1968, was proper and necessary for the successful operation of the Physics Department and recommended that the action of Provost Hereford, concurred in by the President, be confirmed by the Board; and
  • WHEREAS, the Board after full discussion and consideration has deemed that the recommendation of the Educational Policy Committee should be adopted and implemented;
  • NOW, THEREFORE, BE IT RESOLVED that the recommendation of the Educational Policy Committee be adopted by the Board; that the Board finds that the action by Provost Hereford, on 21 March 1968, with the concurrence of the President, which gave rise to Dr. Cranberg's appeal was proper and necessary for the successful operation of the Physics Department; and that such action by Provost Hereford, concurred in by the President, be and the same is accordingly confirmed.

Inasmuch as the Committee on Educational Policy desired to make revisions in its report that would not affect its recommendation, it was agreed that a special meeting of the Executive Committee would later be called to consider the final text of the report.
