The Board of Visitors of the University of Virginia met, in Open Session, at 11:25 a.m., on Friday, February 4, 1994, in the East Oval Room of the Rotunda with the following persons present: Hovey S. Dabney, Rector, Robert G. Butcher, Jr., N. Thomas Connally, Warner N. Dalhouse, Daniel A. Hoffler, Ms. Chris A. Howe, J. Thomas Hulvey, Evans B. Jessee, Mrs. Patricia M. Kluge, Arnold H. Leon, Leigh B. Middleditch, Jr., Mrs. Elizabeth D. Morie, Freddie W. Nicholas, S. Buford Scott, and Albert H. Small. John T. Casteen, III, Alexander G. Gilliam, Jr., James J. Mingle, Leonard W.
