REPORT ON LEGISLATIVE MATTERS

The President reported that a number of bills affecting the University were approved in the recent session of the General Assembly. One of these amended the Revenue Bond bill to authorize construction of a 650 bed dormitory project, and $13,800,000 in revenue bonds to finance it. $1,925,000 of bonds for a parking facility at the Medical Center and $850,000 of bonds for a food services building were approved.

House Bill 1629 was approved, reaffirming the Commonwealth's position that unrestricted private gifts to institutions of higher education shall not in any way affect state appropriations to those institutions.

The President discussed briefly several other bills including House Bill 1231 which exempts educational institutions and others from local service charges (except that service charges may be levied on faculty and staff housing - not to exceed the real estate tax which would have been imposed had this property been fully taxed.
