RESOLUTION APPROVING THE ESTABLISHMENT OF THE VIRGINIA
NEUROLOGICAL INSTITUTE

  • The following resolution was adopted:
  • WHEREAS, neurological disorders include some of the most devastating and debilitating diseases that affect our society;
  • WHEREAS, over the course of the past century, the ability to treat these destructive diseases has improved significantly;
  • WHEREAS, given the growing and aging trends of the United States population, neurological disorders will have increasingly serious consequences in the coming decades;
  • WHEREAS, at its meeting on July 19, 1993, the Executive Committee of the Board of Visitors approved the establishment of the Virginia Neurological Institute as a center of excellence to support a broad range of patient care, research and education activities dealing with diseases of the nervous system including brain tumors, strokes, pituitary disorders, epilepsy, and spinal disorders;
  • WHEREAS, the Executive Committee reserved judgment on issues involving the governance of the Institute and how it should relate organizationally to the Health Sciences Center and the Health Services Foundation, and consequently deferred to the full Board of Visitors the determination of these important issues at its November 11 - 12, 1993 meetings;
  • WHEREAS, in the interim, the Vice President and Provost for Health Sciences impanelled a committee of Health Sciences Center clinical chairs and administrators to study and recommend the most appropriate governance and organizational relationship for the Virginia Neurological Institute, consistent with the objectives of the Institute and the missions of the Health Sciences Center and the Health Services Foundation;
  • WHEREAS, the Vice President and Provost for Health Sciences, with the support of the Board of Visitors and the Legislative Joint Committee on Health Affairs, is examining in concert with the Medical College of Virginia proposals to achieve increased managerial flexibility and autonomy for the University Medical Center and the Medical College of Virginia;
  • WHEREAS, if such proposals are ultimately approved by the Board of Visitors and the General Assembly, increased managerial flexibility and autonomy for the Medical Center will likewise directly benefit, and accommodate a principal objective of, the Virginia Neurological Institute;

  • RESOLVED that the Virginia Neurological Institute be and hereby is established and organized as a center of excellence within the University, in the same way as the Miller Center of Public Affairs and the Center for Advanced Studies, such that (1) activities of the Institute shall be overseen by a board of directors appointed by the Board of Visitors and comprised of prominent citizens and officials of the University, and (2) all personnel and business transactions of the Institute shall be conducted in accordance with University procedures, with the understanding that operational authority shall be delegated to the Institute to the maximum degree that is appropriate and feasible.
  • RESOLVED FURTHER that the Institute shall be operated to fulfill the following purposes:
  • • Support interdisciplinary research and clinical programs, not only in neurology and neurosurgery but in other medical departments that have activities in the field of neuroscience;
  • • Coordinate and deliver superior health care in a collaborative and more efficient organizational framework; and
  • • Support teaching programs in the neuroscience field, at the undergraduate medical education level, post-graduate and continuing education levels.
  • RESOLVED FURTHER that the Board of Visitors may review the governance and organization of the Virginia Neurological Institute within one year, in order to evaluate the status of Medical Center autonomy initiatives and developments, and their impact on the Virginia Neurological Institute; and to determine whether the Institute should remain organizationally as a center of excellence within the University structure or be established as a University-affiliated foundation.
