RESOLUTION TO STUDY MANAGERIAL FLEXIBILITY AND AUTONOMY
PROPOSALS FOR THE MEDICAL CENTER

  • The following resolution was adopted:
  • WHEREAS, the General Assembly, in House Joint Resolution 623 adopted in 1993, recommended that each teaching hospital in the Commonwealth develop long-term plans for the delivery of indigent patient care and medical education in an increasingly managed health care environment;
  • WHEREAS, the Health Care Reform proposals recently advanced by President Clinton present formidable challenges to teaching hospitals to meet their twin goals of training health care professionals and providing health care for a changing patient population, and to do so at reduced cost;
  • WHEREAS, the University of Virginia Medical Center's capacity to compete efficiently in an increasingly managed health care environment, and to develop long-term plans and policy options that anticipate and accommodate federal and state governmental directives, would be significantly improved if the Medical Center were delegated increased managerial flexibility and autonomy in its operations;
  • WHEREAS, the Joint Commission on Health Care has invited both the University Medical Center and the Medical College of Virginia to study and submit proposals to achieve increased managerial flexibility and autonomy;
  • RESOLVED that the Vice President and Provost of Health Sciences be and hereby is directed to undertake a study, with the advice of the Executive Vice President and Chief Financial Officer and the University General Counsel, of alternative approaches to achieve increased managerial flexibility and autonomy for the Medical Center.
  • RESOLVED FURTHER that the Vice President and Provost for Health Sciences shall present any recommended proposals, which emerge from the study, to the Board of Visitors for its review and approval prior to submission of any legislation to the General Assembly.
