REPORT ON THE ESTABLISHING OF LAW ENFORCEMENT AUTHORITY UNDER
THE CITY OF CHARLOTTESVILLE

The President reported that as a result of changes in procedure, the law enforcement authority of the City operates to protect the University. The President reported that he has designated the Dean of Students, Mr. Robert Canevari, to be responsible for liaison between the City Police and the University.

Mr. Leggett pointed out that the University received unfavorable publicity as a result of public misunderstanding of the change in law enforcement authority.

Mr. Crawford responded that the Charlottesville Newspaper, The Daily Progress, will assist the University to clarify the matter.

Mr. Vincent Shea advised the Board that the security operations of the University will be strengthened before the next school year opens. He advised that seven additional police officers will be on duty before the next school year begins.

The Rector stated that it is important to have effective security procedures. He expressed satisfaction with the progress which Vice-President Shea and President Shannon have made in strengthening the Department of Security.

There followed a discussion on drug abuse at the University. Vice-President Williams advised that in the 1970-71 session a peak in drug usage at the University was reached. He advised that it is his impression that there are fewer problems associated with drugs at the University now than there were two years ago.

Vice-President Crispell urged the Board members to read the Shaffer Report. He also cautioned against dealing with all drugs in the same way. He pointed out the importance of keeping heroin in a separate category.
