PROPOSED COMMUNITY COLLEGES AT LYNCHBURG AND COVINGTON-CLIFTON FORGE

The President reported that movements had been begun at Lynchburg
for the establishment of a community college by persons from the Lynchburg area and that
he asked the Chancellor for Community Colleges, Mr. Joseph L. Vaughan, to consult with these individuals
on the problems involved. He further reported that a day or so prior to this meeting,
he had noted in the press, accounts of a meeting of a number of individuals from the Covington-Clifton
Forge area with the Governor, following which the Governor apparently had approved the
establishment of the college.

The President further stated that the newspaper accounts indicated that the group at Covington
and Clifton Forge would approach the University to seek affiliation.

The President pointed out the heavy burden that the two community colleges, which were now
a part of the University's system, had created for the several deans, department heads, and
administrative people at Charlottesville. He warned the Board that the proposal to affiliate two
additional community colleges would add to the already heavy burden and stated that he would
exercise extreme care in any negotiations which apparently were about to ensue with the Lynchburg
and Covington-Clifton Forge people.
