5400. MONEY BILLS, Origination.—[continued].
The Senate and the
House of Representatives [of Virginia] shall
each * * * have power to originate and
amend bills; save only that bills for levying
money shall be originated and amended by
the representatives only: the assent of both
houses shall be requisite to pass a law.—
