LAND LEASE FOR EMERGENCY OPERATIONS CENTER AND FIRE/RESCUE
STATION

The following resolution was adopted:

  • WHEREAS the City of Charlottesville, the County of Albemarle, and the University of Virginia jointly operate the Emergency Operations Center (EOC) and intend to build a new facility to house the EOC; and
  • WHEREAS the County of Albemarle plans to add a fire and rescue station to the EOC facility in the future; and
  • WHEREAS the City and the County have identified a site on University property immediately west of the current UVA police station as the preferred site for the EOC/fire/rescue station; and
  • WHEREAS the western portion of the University Grounds, Westover, Birdwood, and the Boar's Head Inn property benefit from the improved response time afforded by a fire/rescue station at this site;
  • RESOLVED that the Executive Vice President and Chief Financial Officer be and he is hereby authorized to (a) enter into a land lease with the City and the County to provide a site to accommodate the EOC/fire/rescue station west of the current University Police Department building, (b) seek necessary rezoning, and (c) adjust property lines as necessary to facilitate the land lease; and
  • FURTHER RESOLVED that the provisions of the land lease include the following:
  • • a term of not more than 99 years
  • • annual rent of $1 per year
  • • storage space provided in the first phase facility for the exclusive use of the University Police Department at least equal to the space being given up in the old service station located on the site (that will be demolished as part of the construction project)
  • • UVA police dispatchers allowed to operate in the joint dispatch center as long as the lease is in effect
  • • such arrangements to constitute the University's contribution to the costs of constructing the EOC/fire/rescue station.
