AUTHORIZATION TO CONSIDER THE PRESIDENT'S OFFICE AS THE AGENCY HEAD FOR PURPOSES OF DETERMINING THE CRITERIA FOR ESTABLISHMENT OF
ADMINISTRATIVE AND PROFESSIONAL FACULTY

  • The following resolution was adopted:
  • WHEREAS, the final report on "Administrative Decentralization in Higher Education" which was approved by Governor Baliles, contained a recommendation which permitted institutions of higher education to exercise greater flexibility in the use of administrative and professional faculty; and
  • WHEREAS, the final report on "Administrative Decentralization in Higher Education" permitted increased flexibility in the use of Administrative and Professional faculty provided "the organization reporting relationship normally must not go over the three (3) levels below the President for institutions that are doctoral degree granting...", and
  • WHEREAS, the position of Provost has been named the chief operating officer for essentially all academic and non-academic matters except Health Sciences; and

  • WHEREAS, the new position of Provost is envisioned as an integral component of the President's Office;
  • NOW THEREFORE BE IT RESOLVED that the President be and he is hereby authorized to advise the Secretary of Administration of the Commonwealth of Virginia that the position of Provost is established as part of the President's Office and, therefore, for purpose of implementing the Administrative and Professional faculty criteria, the President's Office shall be considered as the Agency Head.
