7928. SLAVERY, Abolition of.—

the year 1800 of the Christian era, there shall
be neither slavery nor involuntary servitude
in any of the said States, [452] otherwise than in
punishment of crimes, whereof the party shall
have been duly convicted to have been personally

In 1784, Jefferson was chairman of a committee
of Congress, appointed to devise a plan of government
for the western country above the parallel of
31°. north latitude. The measure was defeated by
one vote. In addition to the Northwestern Territory,
