7781. SELF-GOVERNMENT, Louisiana and.—
Although it is acknowledged that our
new fellow citizens [in Louisiana] are as yet
as incapable of self-government as children,
yet some [in Congress] cannot bring themselves
to suspend its principles for a single
moment. The temporary or territorial government
of that country, therefore, will encounter
great difficulty.—
To De Witt Clinton.
