UNIVERSITY OF VIRGINIA
BOARD OF VISITORS ACADEMIC ENHANCEMENT PROGRAM, 1989-94

    PURPOSE:

  • To promote selected academic programs, with demonstrable existing strength and potential, to recognized national prominence and distinction within seven to ten years.

    DESCRIPTION:

  • The University will commit a total of $10 million, independent of the normal budget process, over five years to enhanced support of programs with potential for sustained national and international distinction after the Enhancement Program has run its course. Schools, departments, and interdisciplinary programs selected as participants will be expected to commit matching resources of a kind and in an amount appropriate to the discipline and opportunities for resource acquisition. The Board of Visitors, with advice of their choosing, will monitor the progress of each participating program in light of its stated objectives.

    SELECTION:

  • The President, in consultation with the Vice President and Provost and the Vice President for Health Sciences will select in each year of the Program those units which are to participate. Awards may be for one year or more, up to but not exceeding five. The Board of Visitors will have oversight of the selection and evaluation processes.

    SCHEDULE:

  • May 1988 - approval of the Program concept;
  • September 1988 - preliminary selections;
  • October 1988 - approval by the Board of detailed budgets and procedures; initial programs funded for 1989.

    CRITERIA:

  • In General:
  • Existing strength and potential for national distinction. Availability of external resources, actual or potential. Ability of the unit to match each $4 of Academic Enhancement Program funds with $1 of internal or external support beyond the current (1988-89) operating budget. Availability of adequate space, or willingness of the unit to participate in cooperative and non-traditional initiatives for its acquisition.

    FUNDING:

  • Unrestricted endowment income and unrestricted quasi-endowment capital appreciation will be used to provide approximately $2 million in each year of the Program. Units receiving awards will be expected to assume responsibility for maintenance of the selected programs, through operating budgets that will include government or private-sector sponsorship, at the end of the agreed upon award period. Exceptions to the matching and maintenance provisions are possible but must be justified.
