Pursuant to call of the Rector a special meeting of the Board of Visitors of
the Rector and Visitors of the University of Virginia was held in the office of the President
at the University of Virginia on Friday, August 12, 1938, at 10:30 a.m., for the
following purposes:

1. To accept the offer of the United States of America to aid by way of a grant in
financing the Restoration of the Rotunda, which is the old University Library Building,
in accordance with the terms and conditions expressed in and accompanying the letter of
H. T. Cole, Regional Director, addressed to Mr. J. L. Newcomb, President, under date of
August 2, 1938, Docket No. Va. 1312-F, Federal Emergency Administration of Public Works.

2. If, before the hour of said meeting on August 12, 1938, an offer of the United
States of America has been received to aid by way of a grant in financing the Construction
of an Addition to the Hospital of the University of Virginia, in Albemarle County, the
acceptance of said offer will also be considered an acted upon.

3. Furthermore, any and all other matters relevant to or in any way connected with
either or with both of the above matters, or which may be presented by the President,
though not relevant thereto, may be taken up, considered and acted upon at said meeting.

There were present the Rector, Fred. W. Scott, Visitors Corbitt, Garnett,
Hall, Rinehart and Lewis C. Williams, and President Newcomb.

The minutes of the meeting of June 11th, which had been copied and mailed
to the members of the Board, were approved.

After discussion of the offer of the United States of America to aid by way
of grant in financing the construction of alterations and repairs to, and the restoration
of the Old University Library Building, including necessary equipment, the
following resolution, numbered I, and entitled "A RESOLUTION ACCEPTING THE OFFER OF THE
UNITED STATES TO THE RECTOR AND VISITORS OF THE UNIVERSITY OF VIRGINIA TO AID BY WAY OF
GRANT IN FINANCING THE CONSTRUCTION OF ALTERATIONS AND REPAIRS TO, AND THE RESTORATION OF
THE OLD UNIVERSITY LIBRARY BUILDING, INCLUDING NECESSARY EQUIPMENT" was proposed by
James H. Corbitt and read in full:

RESOLUTION NO. I

A RESOLUTION ACCEPTING THE OFFER OF THE UNITED STATES TO THE RECTOR
AND VISITORS OF THE UNIVERSITY OF VIRGINIA TO AID BY WAY OF GRANT IN
FINANCING THE CONSTRUCTION OF ALTERATIONS AND REPAIRS TO, AND THE
RESTORATION OF THE OLD UNIVERSITY LIBRARY BUILDING, INCLUDING NECESSARY
EQUIPMENT.

Be it resolved by the Board of Visitors of The Rector and Visitors of
the University of Virginia.

Section 1. That the offer of the United States of America to The
Rector and Visitors of the University of Virginia to aid by way of grant in financing
the construction of alterations and repairs to, and the restoration of the Old University
Library Building, including necessary equipment, a copy of which offer reads
as follows:

FEDERAL EMERGENCY ADMINISTRATION OF PUBLIC WORKS

The Rector and Visitors of
the University of Virginia,
Charlottesville, Virginia.

1. Subject to Terms and Conditions (PWA Form No. 230, as amended to the date
of this Offer) which are made a part hereof, the United States of America hereby
offers to aid in financing the construction of alterations and repairs to, and the
restoration of the Old University Library Building, including necessary equipment
(herein called the "Project"), by making a grant to The Rector and Visitors of the
University of Virginia (herein called the "Applicant"), in the amount of 45 percent
of the cost of the Project upon completion, as determined by the Federal Emergency
Administrator of Public Works (herein called the "Administrator"), but not to exceed,
in any event, the sum of $61,363.

2. By acceptance of this offer the Applicant covenants to begin work on the
Project as early as possible but in no event later than 8 weeks from the date of this
Offer and to complete such Project with all practicable dispatch, and in any event within
11 months from the commencement of construction.

3. This offer is made subject to the express condition that, if the Administrator
shall determine at any time that the Applicant has paid or agreed to pay, whether directly
or indirectly, a bonus, commission or fee to any person, firm or corporation for attempting
to procure an approval of the Applicant's application, or for alleged services in procuring
or in attempting to procure wuch approval, or for activities of the nature commonly
known as lobbying performed or agreed to be performed in connection with the application,
then the Administrator shall have the right, in his discretion, to rescind this offer
and any agreements resulting herefrom, and in the event of such rescission, the
United States of America shall be under no further obligation hereunder.

The Rector and Visitors of the University of Virginia, be and he is hereby authorized
and directed forthwith to send to the Federal Emergency Administration of Public
Works three certified copies of the proceedings of the Board of Visitors of said
The Rector and Visitors of the University of Virginia, in connection with the adoption
of this Resolution, setting forth this Resolution in full, and such further documents
or proofs in connection with the acceptance of said offer as may be requested by the
Federal Emergency Administration of Public Works.

necessary equipment, by making a grant to The Rector and Visitors of the University of Virginia
in the amount of 45% of the cost of the Project upon completion, as determined by the Federal
Emergency Administrator of Public Works, but not to exceed, in any event, the sum of $67,500,
the following resolution, numbered II, and entitled "A RESOLUTION ACCEPTING THE OFFER OF THE
UNITED STATES TO THE RECTOR AND VISITORS OF THE UNIVERSITY OF VIRGINIA TO AID IN FINANCING THE
CONSTRUCTION OF ADDITIONS AND IMPROVEMENTS TO AN EXISTING HOSPITAL BUILDING, INCLUDING
NECESSARY EQUIPMENT, BY MAKING A GRANT TO THE RECTOR AND VISITORS OF THE UNIVERSITY OF

Upon the recommendation of the President the following elections and promotion
were voted:

  • John Edwin Canaday, Assistant Professor of the history of Art, for a three-year
    term beginning September 15, 1938, at $3,000 per annum.

  • Dr. Herbert Silvette, Assistant Professor of Pharmacology, Materia Medica and
    Toxicology, for a three-year term beginning September 15,
    1938, at $2,800 per annum.

  • John W. Wheeler-Bennett, Visiting Lecturer in International Law and Relations
    for the session of 1938-39, without salary.

  • Frederick T. Morse promoted from Assistant to Associate Professor of Mechanical
    Engineering, beginning with the session of 1938-39, at a
    salary of $3,750.

Transfer of fund given by Mr. Paul G. McIntire for Psychiatry work.

Upon motion, duly made and seconded, it was

RESOLVED, that the Rector be and he is hereby authorized and directed
to transfer $82,500 given by Mr. Paul Goodloe McIntire for work in Psychiatry from
the Endowment Account of the University to E. I. Carruthers, Bursar, to be placed by
him in a special construction account to be used in connection with a grant from the
Public Works Administration for the construction of a Neuro-Psychiatric Wing of the
University of Virginia Hospital, Project No. Va. 1101-F.

The Pavilion on East Lawn, now occupied by Professor W. M. Forrest, was
assigned to Dr. H. E. Jordan beginning July 1, 1939.

The following contracts entered into by the President on behalf of the University
for architectural services were read and confirmed:

  • With Taylor & Fisher, dated June 13, 1938, for Psychiatric Addition to the
    Hospital.

  • With S. J. Makielski, dated August 12, 1938, for Restoration of the Rotunda

  • With J. S. Miller, Jr. dated August 12, 1938, for electrical Engineering
    services in connection with the Restoration of the Rotunda.

The following resolution with respect to alterations and restoration of the
Rotunda by force account was adopted:

RESOLVED, by the Board of Visitors of the Rector and Visitors of the
University of Virginia that in making alterations and repairs to and the restoration
of the Old University Library Building, which is Project Docket No. Va. 1312-F, Frank
E. Hartman, Superintendent of Buildings & Grounds of the University of Virginia, be and
he is hereby given full authority to request permission of the Public Works Administration
to do such protion or portions of the contemplated alterations and restoration by force
account as cannot in his judgement be practically or economically done by contract.

A resolution was adopted fixing minimum wage rates on Project 1312-F
(Restoration of the Rotunda).

WHEREAS, a thorough investigation has been made of the hourly wage rates
which are being paid in the City of Charlottesville and the County of Albemarle, in
the State of Virginia, which is the locality in which the porposed project (herein after
referred to as "Project") is to be constructed by The Rector and Visitors of the University
of Virginia, to employees in each trade or occupation engaged in work of a nature
similar to the work to be performed in the construction of said Project, and the prevailing
hourly wage rates being paid in such locality to such employees for such work have
been determined by inquiry made of a long list of local contractors in all the trades
represented in this community.

NOW THEREFORE, BE IT RESOLVED, by the Board of Visitors of The Rector
and Visitors of the University of Virginia that the following rates for the respective
trades or occupations listed below shall be and are hereby fixed as the MINIMUM hourly
wage rates and have been determined in accordance with rates prevailing for work of a

BE IT FURTHER RESOLVED that there be transmitted with this resolution the
substantiating data upon which the foregoing determination is based.
