A special meeting of the Rector and Visitors was held on this date with the Rector,
Fred W. Scott, and Visitors Corbitt, Garnett, Goolrick, Hall, Rinehart, Stuart and R. Gray
Williams, and President Newcomb present.

Minutes of the previous meeting, which were copied and mailed to the members, were
approved.

The President presented to the meeting the preliminary plans for the proposed new
library building which were explained by Mr. R. E. L. Taylor, Architect for the building,
and examined at some length by the members. It was estimated that the building with necessary
equipment would cost approximately $950,000.

On motion, duly made and seconded, the project was approved, the preliminary plans
tentatively approved and the President authorized to present the matter to the Governor of
Virginia for his approval. Following the approval of the Governor, the President was
authorized to make application to the United States of America for a loan and grant to aid
in financing the construction of the said building, as set forth in the following resolution,
unanimously adopted:

A resolution authorizing The Rector and Visitors of the University of
Virginia to file an application to the United States of America through the
Federal Emergency Administration of Public Works for a loan and grant to aid
in financing the construction of a new Library Building to house the general
library of the University of Virginia and designating its President, J. L.
Newcomb, to furnish such additional information as the Government may request.

BE IT RESOLVED by The Rector and Board of Visitors of The Rector and
Visitors of the University of Virginia:

Section 1. That J. L. Newcomb, President of The Rector and Visitors of
the University of Virginia, be and he is hereby authorized to execute and file
an application on behalf of said The Rector and Visitors of the University of
Virginia to the United States of America for a loan and grant to aid in financing
the construction of a new Library Building to house the general library of the University of Virginia.

Section 2. That the said J. L. Newcomb, President of The Rector and
Visitors of the University of Virginia, be and is hereby authorized and directed
to furnish such information as the United States of America through the Federal
Emergency Administration of Public Works may reasonably request in connection
with the application which is herein authorized to be filed.

The President brought to the attention of the meeting the need for a building for the
proper treatment of nervous diseases, and stated that the Dean of the Department of Medicine
and Superintendent of the Hospital had worked out a tentative plan whereby an addition
could be made to the southern wing of the Hospital to provide proper care of such patients;
that it was proposed to use the gift of $75,000 from Mr. McIntire and to ask for a grant
from the Federal Government of $61,363.00, being 45% of the estimated cost of such building.
The President further stated that in case such grant were made, it would be necessary for
the Governor to agree to an increase in the appropriation for the Hospital and Medical School
of a sum sufficient to offset the loss in income from the present invested fund of $75,000
and to provide hospital care of such patients as would be admitted thereto, making a total to
be provided annually of $14,880, otherwise the proposed addition ought not be carried out.

On motion, duly made and seconded, the project was approved and the President authorized
to present the matter to the Governor for approval, and to the Federal Emergency Administration
of Public Works as set forth in the following resolution, unanimously adopted:

the construction of a Neuro-Psychiatric Addition to the Hospital of the University
of Virginia, and designating its President, John Lloyd Newcomb, to furnish
such information as the Government may request.

BE IT RESOLVED by The Rector and Board of Visitors of The Rector and Visitors
of the University of Virginia:

Section 1. That John Lloyd Newcomb, President of The Rector and Visitors
of the University of Virginia be and he is hereby authorized to execute and file
an application on behalf of said The Rector and Visitors of the University of
Virginia to the United States of America for a grant to aid in financing the
construction of a Neuro-Psychiatric Addition to the Hospital of the University
of Virginia.

Section 2. That the said John Lloyd Newcomb, President of The Rector and
Visitors of the University of Virginia, be and he is hereby authorized and
directed to furnish such information as the United States of America through the
Federal Emergency Administration of Public Works may reasonably request in connection
with the application which is herein authorized to be filed.

The following were nominated to the Governor from which to appoint one member of the
State Art Commission:

Professor E. S. Campbell, Assistant Professor F. C. Disque, W. Duncan Lee, of
Richmond, Va.

The President made a statement to the meeting of the proposed requests to be presented
to the Budget Commission when it visited the University on its tour of inspection. The proposed
requests were approved.

The meeting then adjourned.
