JUSTINIAN (483-565):
late Roman/early BYZANTINE Emperor who sought to restore the unity of the Empire. He is remembered for his legal reforms resulting in the CODE of Justinian which became the basis for much European law. In particular he was the first ruler to formally recognize a clear distinction between religious and SECULAR affairs. To him, the CHURCH and STATE were separate but interdependent entities.
