REPORT ON ACTION OF THE EXECUTIVE COMMITTEE REGARDING THE
RESOLUTIONS LISTED BELOW

The Rector reported that the Executive Committee approved the following resolutions:

  • (a) Establishment in the School of Law of a Chair to be Known as the Hardy Cross Dillard Professorship of Law
  • RESOLVED by The Executive Committee of the Board of Visitors of the University of Virginia that there be established in the School of Law a Chair to be known as the Hardy Cross Dillard Professorship of Law.
  • (b) Establishment of the John L. Newcomb Professorship in the School of Engineering and Applied Science
  • RESOLVED by The Executive Committee of the Board of Visitors of the University of Virginia, acting as authorized by Section 23-75 of the Code of Virginia, that effective September 1, 1975, there be established in the School of Engineering and Applied Science a Professorship to be known as the John L. Newcomb Professorship. This Professorship has been made possible through a gift from the Alumni Board of Trustees of the University of Virginia Endowment Fund, the Trustees reserving the right to reassign the Newcomb Professorship to any other School in the University whenever a vacancy occurs.
  • (c) Establishment at the University of Virginia a Center for Ocean Law and Policy
  • RESOLVED by The Executive Committee of the Board of Visitors of the University of Virginia that there be established at the University of Virginia a Center for Ocean Law and Policy, effective August 1, 1975.

  • (d) Establishment of the White Burkett Miller Center of Public Affairs
  • RESOLVED by The Executive Committee of the Board of Visitors of the University of Virginia, acting as authorized by Section 23-75 of the Code of Virginia, that effective September 1, 1975, the White Burkett Miller Center of Public Affairs be and it is hereby established at the University of Virginia, the purpose of this Center to be to conduct studies and investigations of problems at the national level of a political, legal, economic, or social nature, this Center to be supported by endowment funds previously received from Mr. Burkett Miller, a graduate of the Law School, class of 1914, and by additional endowment funds and annual grants as received;
  • RESOLVED FURTHER that the Center shall become operative September 1, 1975;
  • RESOLVED FURTHER that the organization and program of the Center shall be supervised by a Council composed initially of the following members, Linwood Holton, Joseph H. McConnell, Edgar F. Shannon, Jr., Colgate W. Darden, Jr., Frank W. Rogers, Sr., and Burkett Miller, who are hereby elected in their personal capacity without limitation as to terms;
  • RESOLVED FURTHER that the incumbent Rector and President shall be ex officio members of the Council, and that additional members shall be elected from time to time by the Board of Visitors on the nomination of the Council for terms of eight years each, so arranged as to provide for the termination of their terms on a staggered basis;
  • RESOLVED FURTHER that it shall be the responsibility of the Council to appoint a Director on the nomination of the President of the University with the concurrence of the Board of Visitors to determine the studies to be undertaken by the Center on the recommendation of the Director; and
  • PROVIDED FURTHER that the Director of the Center shall make on behalf of the Council an annual report to the President of the University upon the work of the Center including a summary of the income and expenditures of the Center for the year and the proposed budget for the ensuing year;
  • RESOLVED FURTHER that the White Burkett Miller Center of Public Affairs supersedes the Institute of National Policy Studies established by a resolution adopted by the Board of Visitors on June 2, 1973, this latter institute to cease existence September 1, 1975.

  • (e) Establishment of the White Burkett Miller Professorship of Law and Public Policy in the School of Law
  • RESOLVED by The Executive Committee of the Board of Visitors of the University of Virginia, acting as authorized by Section 23-75 of the Code of Virginia, that effective September 1, 1975, there be established in the School of Law a Professorship to be known as the White Burkett Miller Professorship of Law and Public Policy.
  • (f) Approval of the 1976-78 Biennial Budget
  • RESOLVED by The Executive Committee of the Board of Visitors of the University of Virginia that the Budgets for the 1976-78 Biennium, as approved by the Finance Committee on July 29, 1975, for the University Division, the Hospital Division, Clinch Valley College, the School of Continuing Education, and Public Service Bureaus be and they are hereby approved.
