Report of President of the University Concerning Report and Recommendation by President of the University Based Upon Hearing on 17 January 1973 of Appeal from Decision of Student Activities Committee Approving Allocation of $45.00 to Gay Student Union from Student Activity Fund.

After reviewing the documentary evidence presented, hearing testimony, and reading the transcripts of both hearings, the President's judgment is that funds from the Student Activities Fund should not be allocated to the Gay Student Union.

There is substantial doubt as to the social and political aspects of the Gay Student Union and of the organization's entitlement to funds under the 1970 guidelines of the Board governing allocation of the funds derived from the Student Activities Fee.

The functioning of the Gay Student Union as a recognized student organization under the principle established by the Supreme Court of the United States in its decision Healy vs. James is not materially affected by denial of funds from the Student Activities Fee.
