5886. NEUTRALITY, Usurpation of jurisdiction.—

The United States being at
peace with both parties, will certainly not see
with indifference its territory or jurisdiction
violated by [France or England] either, and
will proceed immediately to enquire into the
facts and to do what these shall show ought to
be done with exact impartiality.—
