1502. CONGRESS, Appointment of Members.—[continued].
The delegates to Congress
shall be five in number; any three of
whom, and no fewer, may be a representation.
They shall be appointed by joint ballot
of both houses of Assembly for any term
not exceeding one year, subject to be recalled,
within the term, by joint vote of both the
said houses. They may, at the same time, be
members of the legislative or judiciary departments.
