A necessary competence refus'd,
He ne'er obtain'd his Lord's peculiar grace,
And ne'er was pardon'd for that grace abus'd.

Alluding to Arnold's restoration to his rank and command in the army, after at least strong presumptive evidence of peculation, criminal intercourse with the enemy, &c. which have lately been realized.
