'Predictive Breach'
"This is a case of predictive
breach, not of punishing an offender,"
said Beverly Crump. "I
don't see how we can have a rule
and then vote to allow violations.
Just to vote on this is a dilemma-if
we allow them to hold the dance
at Fry's Spring, we've abolished the
rule; if not, we've done a great
disservice to these girls."
Mr. Witt then withdrew his
motion, in favor of a substitute
motion by Mr. McMillan to "Suspend
the regulation until we can
study the actual number of recognized
groups and how to best
approach the situation."
