Sec. 443. Unauthorized persons turning on and off
water.
No person, except the Superintendent or his authorized agent,
or a licensed plumber or his authorized agent, shall turn off or
turn on the water at any curb stop cock box, under a penalty of
not less than $5 nor more than $10.
