15% Ceiling

The pressure scenario may be
described as follows. If the
University could not show to
Virginia parents that it is making a
good-faith effort to admit their
hardworking, intelligent offspring,
they would communicate with their
duly elected representatives in
Richmond demanding that a low
ceiling be put on out-of-state
admissions. Mr. Shannon exhibited
fear of this response by citing a
15% out-of-state ceiling imposed by
the North Carolina legislature on its
universities.
