RESEARCH FUNDS IN THE STATE
Mr. Vincent Shea referred to a Directive from Governor Holton which would require the University's research funds (mostly from Federal sources) to be handled by the State agencies in Richmond in the same manner as State funds. He expressed concern over possible delays in setting up positions, in purchasing, and in other aspects of administering these funds. He stressed the fact that the University's entire graduate research program depends upon Federal grants. All of the collegiate institutions of the State are opposed to this plan, which is scheduled to go into operation on November 1, 1970. The President expressed concern for the continuing quality of our graduate programs, particularly in science unless this plan is changed.
The Rector, along with Lawrence Lewis, Edwin Mattern, and J. Harvie Wilkinson, III, will discuss this matter with the Governor during the week of October 5.
