A special meeting of the Board as held on this date at 8 o'clock P. M.
Present, the Rector, C. Harding Walker, and Visitors Buchanan, Carson, McIntire,
Munford, Scott, Rinehart, and Williams.

The minutes of the meeting of March 25, 1929 having been copied and mailed
to the members, were approved.

The President announced the following gifts and bequests:

       
From Mr. Charles A. Stone, for the purchase of certain beds
and bed spring appliances, for the University Hospital 
$500 
From the Seven Society, for the Seven Society Alumni Scholarship  $350 
From the Estate of John Alexander Muir, final balance of  $200.32 
From the Seven Society, to be used by the University in such way
as may seem best 
$ 77.77 

From Mrs. Charles W. Kent, books for the Library, from the collections
of Professors Harrison, Smith and Kent.

Upon the recommendation of the President, the following were elected to the
faculty:

  • Dr. Bruce Williams, re-elected Professor of Political Science, at a salary
    of $4,500 per annum, incumbency to begin September 15, 1929.

  • Dr. Walter A. Montgomery, Professor of Latin, at a salary of $4,500 per annum,
    incumbency to begin September 15, 1929.

  • Mr. James Glenn Driver, Athletic Director, with the rank of Professor, at a
    salary of $6,000 per annum, $4,500 of which is payable by the University, and
    $1,500 from Athletic Association Funds, incumbency to begin May 15, 1929.

  • Mr. Oron James Hale, Assistant Professor of History, at a salary of $2,800
    per annum, incumbency to begin September 15, 1929.

  • Dr. Archibald Bolling Shepperson, Assistant Professor of English, at a salary
    of $2,800 per annum, incumbency to begin September 15, 1929.

  • Dr. Edward L. Corey, Assistant Professor of Physiology, at a salary of $2,800
    per annum, incumbency to begin September 15, 1929.

  • Mr. Raymond Conrad Heidloff, Assistant Professor of Physical Education, at a
    salary of $2,500 per annum, incumbency to begin September 15, 1929.

  • Mr. Charles M. Daniels, Acting Assistant Professor of Mechanical Engineering,
    at a salary of $3,000 for the session of 1929-30.

  • Mr. Delbert M. Mann, Research Associate in Sociology, in the Institute for
    Research in the Social Sciences, at a salary of $3,000 per annum. His duties
    to begin on or before June 15, 1929, and the tenure of his position will extend
    through June 30, 1931.

Mr. Roland C. Davis, Research Associate in Psychology in the Inst. for Research in the
Social Sciences, salary $2,750 per annum. Duties to begin July 1, 1929 and extend through
June 30, 1931.

The following special appropriations were voted:

     
For the celebration at the dedication of the New Medical Building  $2,500 
For completing the furnishing and remodeling of the Women's Room  $1,200 
For work done by McKim, Mead & White if connection with alterations
to the President's House 
$ 256.23 

Pavilions V and IX on West Lawn were allocated to faculty members as set forth
in the following resolutions, being unanimously adopted:

RESOLVED, that Pavilion V, heretofore occupied by Professor Francis H.
Smith, be converted into two residences, and that portion facing on the Lawn
be assigned to Professor James Southall Wilson at an annual rental of $500;
and that portion opening on to Poe Alley be assigned to Professor C. M.
Sparrow, at an annual rental of $500, and

RESOLVED, that Pavilion IX, when vacated by Professor Thomas Fitzhugh,
be assigned to Professor J. L. Newcomb, at an annual rental of $ 500.

These allocations are made with the understanding that the said lessees will
pay for electric current and heat furnished from the University's lines, at the
rates charged other residents; that the interiors of the residences are to be kept
in good repair by the lessees at their own expense, and that said residences are
to be open to inspection by the Superintendent of Buildings and Grounds, or his
representative, with respect to proper maintenance of the interior.

The fees for non-Virginians in the Graduate Department were changed, as per
the following resolution, adopted:

RESOLVED, by the Rector and Visitors of the University of Virginia,

that beginning with the Session of 1929-30, and thereafter until
changed by this Board, the fees for non-Virginians registered in
the Graduate Department shall be as follows:

     
For 3 or 4 courses  For 2 courses  For 1 course

Tuition fee  $90.00  $60.00  $30.00 

The President stated that Dr. Stephen H. Watts had personally purchased some
Radium for use in the hospital and that following his resignation as Professor of
Surgery, said radium had been sold to Dr. W. H. Goodwin; that it was now proposed to
have the University take the said radium over for use by the several physicians at the
hospital and that a fee be charged for its use, which fee is to be paid over to the Bursar
as income on the amount invested. On motion, duly made and seconded, it was

RESOLVED, That the Bursar be authorized to purchase from Dr. W. H.
Goodwin the 100 milligrams of radium at $6,000 and that any income
received from its use be credited as income on the said investment.

The request from the Roanoke High School for permission to have made a duplicate of
of the Bitter Statue of Jefferson, was granted.

Report of the Secretary of conference of the Board with Governor Byrd in the matter
of salary increases:

To the Rector and Visitors:

At the request of the Governor the members of the Board met
with him at his office Saturday, April 27th at noon for the purpose of
conferring on the proposed scale of salaries for the academic faculty
and members of other faculties not previously approved by the Governor,
as adopted at a meeting of your Board February 1, 1929.

All the members were present except Judge Carson and Mr. Scott:

Following a general discussion of the question, the Governor
gave his approval of the schedule as presented, with the following exceptions;
For the full professor, the normal minimum of $4,500 instead
of $,800, with an increase of $500 at stated periods until a maximum of
$6,000 is reached. The new scale will be that shown in the appended
resolution.

WHEREAS, His Excellency Harry F. Byrd at a conference with the Rector
and Visitors on April 27th approved of a salary scale for the members
of the academic and other faculties not previously arranged for,

On motion, duly made and seconded, the following resolution was adopted:

WHEREAS, President Alderman has donated from the Oliver
H. Payne Gift the sum of $50,000 to be used in the erection
and equipment of the medical building, and, whereas, said
Oliver H. Payne Gift is invested in the First Liberty Loan
Converted Registered Bonds and, whereas, it will be necessary
for the University to dispose of $50,000 of said bonds to provide
for the said gift, therefore be it

RESOLVED, that we, the Rector and Visitors of the University
of Virginia, University, Va., hereby authorize and direct the
Rector, C. Harding Walker, to sign and endorse for transfer
either for sale or conversion to coupon form the following First
Liberty Loan Converted Bonds registered in our name:

Bonds no. 1205 to 1209 inclusive at $10,000 each.

In Re. reconditioning certain buildings vacated by the medical laboratories,
and certain residences:

On recommendation of the President, the following resolution was adopted:

RESOLVED, That out of the accumulated income from the DuPont
bequest be and there is hereby appropriated not to exceed the
sum of $20,000 to cover the reconditioning and removal of the
following buildings:

Remodeling Anatomy Hall; the north end of West Range; the
basement of the old gymnasium; Pavilion Five, West Lawn; Pavilion
Nine, West Lawn; the basement of Peabody Hall; the second floor
of Cabell Hall; and the removal of the old barracks located in the
rear of Peabody Hall, and the removal of the Physiological Chemistry
building between the north end of West Range and Pavilion One.

Mrs. Munford referred to the matter of the Co-ordinate College for Women, as
was presented by representatives from several women's organizations in the State at
the meeting February 1, whereupon the President stated that another group had expressed
a desire to be heard by the Board before taking action, and that he expected
to hold a meeting of the Board for the purpose of giving them an opportunity to be
heard when the matter could have fuller consideration than is possible at a general
meeting.

The question of submitting the biennial budget to the Governor for 1930-32 divided
as between income from endowments, gifts, etc., and that from state and public
funds, was discussed and, on motion, a committee consisting of Senator Buchanan, Mr.
Rinehart, Mr. Newcomb and the Secretary of the Alumni Board, be appointed to so arrange
the budget for 1930-32 as to show the income from gifts, endowments, etc., and the expenditures
therefrom, separated from income from public funds and the expenditures
therefrom.

Prof. C. G. Maphis, Chairman of the Faculty Committee on establishing of radio
broadcasting station at the University, appeared before the Board and stated that he had
been able to secure practically sufficient donations to insure the erection of a studio
here and its operation for three years in conjunction with WRVA at Richmond, Va. During
a general discussion of the matter certain questions arose that could not be disposed
of to the satisfaction of several members of the Board, and the matter went over for
future action.

The Committee on Buildings and Grounds reported that pursuant to a resolution of
the Board, they had inspected locations suitable for fraternity houses, and had selected
three sites on the south side of the road running on the north side of Carr's Hill from
Rugby Road. The question of allocating the several sites to the fraternities applying
was referred to the Buildings & Grounds Committee with power to act.

The following action was voted in the matter of pension to W. P. Lang:

WHEREAS W. P. Lang, who has been the Plumber of the University for
some fifteen years, fell from a tree at his residence, while in the
act of trimming same, and suffered a fractured vertebra resulting
in total paralysis of his bowels and the lower part of his body, from
which injury it is not expected he will recover, and,

WHEREAS said Lang has been a faithful and loyal employee of this
institution, evidencing his loyalty by declining increased wages from
other employers, remaining with us at a much lower wage, therefore be it

RESOLVED, that a pension of Fifty Dollars ($50.00) per month, beginning
May 1, 1929, be granted to him, to be continued at the pleasure of the
President, as conditions with respect to said Lang may determine.

The President presented the budget for the fiscal year beginning July 1, 1929,
which was considered by the Board by items and by sections, and approved in the
following resolution, which was unanimously adopted:

RESOLVED, That the budget for the University of Virginia for the
fiscal year 1929-30, presented by the President, be and the same
is hereby approved, and the increases in salaries as shown therein
not already approved by the Governor be recommended to him for his
approval in accordance with the provision of the Act of the Legislature
of the session of 1926.
