claims of unauthorized
coercion, Mr. Rusk says, "it is
regrettable that the United
Nations membership has
substantially abdicated
responsibility with respect to
the situation in Southeast
Asia."

He warns that governments
answering acts of aggression
with restraint should not be
forced by changes in
international law to waive
future retaliatory actions.
