Witnesses

(1) Any finding of guilty must
be made by secret ballot and by
80% of those sitting

(2) A written notice must be
provided at least one week in
advance of any hearing. The notice
must specify the factual allegations
of misconduct and refer to the
specific violation alleged.

(3) Before the hearing the
accused must be afforded an
opportunity to inspect any
affidavits or other evidence that the
accusers intend to submit against
him. He must also be provided a list
of witnesses and copies of any
statements or complaints they have
made
