Sec. 30. Same—Conduct while sitting.

No member shall while the council is sitting, interrupt or hinder
its business by standing up, moving about, talking, expressing approval
or disapproval of any of the proceedings, or by any other
conduct tending to disorder or confusion. (Id.)
