Anti-busing Amendment

A conference committee is expected to
begin debate early next week in an attempt to
reconcile the two versions. The main difference
is that the House added to their version a
desegregation bill including anti-busing
amendments.

The desegregation bill was passed separately
by the Senate last month but without the
anti-busing section. Essentially this bill provides
funds for elementary and secondary schools
ordered to desegregate. The anti-busing portion
disallows federal funding for the transportation
of school children from their neighborhoods.

Another roadblock is the size of the
conference committee. The institutional aid
bill, particularly the desegregation provision,
involves many different education
subcommittees of both houses of Congress. All
these subcommittees must participate in the
conference.
