Sec. 21. Parliamentary rules; exceptions.

The proceedings of the council except as its own rules may
otherwise provide, shall be governed by Roberts Manual of Parliamentary
Rules, and no rule adopted by the council shall be suspended
except by consent of four members. (Id., § 27.)
