Bowen then reportedly said
that he did not want to act as
censor, left, and ordered a raid
two days later.

However, Mr. Bowen
contends that the conversation
took place not two days before
the raid, but two days before
the Supreme Court ruling.

Asked why he did not warn
shopkeepers, Mr. Bowen said
that as a law enforcement
official, "I just don't feel that
it is my role to dictate to
people what they can sell and
can't sell."

The decision to stage the
raids came about after
Charlottesville
Commonwealth's Atty. John
T. Camblos and Mr. Bowen had
discussed the court ruling and
had concluded that the raids
would be the best way to
handle the problem.

One problem that Mr.
Bowen sees arising over the
question of obscenity is "How
many people have seen and
know what we are talking
about?"
