has no jurisdiction in several
areas, and that's a
misunderstanding we'd like to
set straight," he said.

When asked what course he
thought would be taken if the
Security Department was
actually found without
jurisdiction in some areas, Mr.
Bromwell said, "In my
interpretation of the situation,
the University's Board of
Visitors has an almost
legislative power."

"Rules made by the Board
of Visitors are generally
enforced as law," he said.

Commenting on the
University's retention of the
International Association of
Chiefs of Police, Inc. to
conduct a management survey
for the Security Department,
Mr. Bromwell said, "The
survey probably grew out of
the anxieties that were brought
about by the jurisdiction
change, but its scope will not
be limited to just that
particular issue."

"The survey will study all
aspects of the Security
Department," he said, "and its
main emphasis will be in trying
to determine for us a clear
understanding of our
position."
