"Local governments can no
longer afford the luxury of
remaining in isolation in an age
when many local problems
cannot be solved alone,"
commented Mr. Holton.

"I am confident that you
and your contemporaries
recognize that provincialism
and isolationism have no place
in the America of tomorrow,
he stated.

The governor expressed
disappointment with the lack
of support of regionalization
by many Virginia localities.

Only recently, he said, when
he mentioned regional
cooperation through service
districts to the Virginia
Municipal League, two local
officials stated their disbelief.

"How do they know
something can't be done when
they haven't made the slightest
attempt to try it?" Mr. Holton
asked.
