Vice President and Provost
David A. Shannon indicated
that he was "in sympathy"
with the Council's
recommendations, and viewed
them as an attempt "to clarify
the role of the State Council."
Although there was some
speculation that the
recommendations would give
an excessive amount of power
to the State Council, Mr.
Shannon pointed out that "the
existing space limitations,
which the State Council now
imposes, serve the same
purpose as would the
development of a similar
formula for maintenance and
operations of budget review."
