Owens Heads marsh Group

Wyatt E. Owens, Engineering
Superintendent at the University's
Medical Center, has been named as
chairman of the Charlottesville-Albemarle
"Independents for
Marsh" campaign.

In pledging his support to the
incumbent Democratic
representative of Virginia's seventh
congressional district, Mr. Owens
said, "My feelings are if there is a
good pitcher in the game, why take
him out? Mr. Marsh has proven his
dedication by voting his convictions
and I am favorably impressed with
his record."

Mr. Owens, past president of the
Charlottesville-Albemarle Jaycees,
who was selected as one of
Virginia's four outstanding local
Jaycee presidents, and a member of
the Board of Directors of the Blue
Ridge Tuberculosis Association,
said that he was also impressed with
Mr. Marsh's statement that he
would vote for the presidential
candidate who receives the largest
vote in the seventh district, should
the election be thrown into the
House of Representatives.

Named in the "Outstanding
Young Men of America"
publication in 1967, Mr. Owens
asserted, "Mr. Marsh has a very
good record in Washington on his
participation in governmental
affairs and I believe him to be
sincere and enthusiastic in his
efforts.

"I feel there will be many
independents in Albemarle County
who recognize Mr. Marsh's tireless
dedication to his community and I
will urge these independents to
'keep a good pitcher in the game'
by voting for Mr. Marsh."

Meanwhile, in a speech over the
weekend at a Democratic rally at
Hawksbill Park in Page County, Mr.
Marsh stated his opposition to
proposals that had been made
recently that the federal
government provide a guaranteed
annual wage. He noted the concept
was somewhat vague, particularly as
to how it would operate.

The congressman said that
"several proposals have been
advanced that are in the nature of a
guaranteed annual wage, one of
which suggests an outright subsidy
to an individual in order to give him
a basic income, while another
proposal is in the form of a negative
income tax. In my opinion, these
proposals are not the best approach
to raise the economic level of
persons whose incomes are below a
certain minimum."
