University Maintains Authority
To Enforce Parking Regulations

Security Director W. Wade Bromwell
said yesterday that the Security
Department "feels it is on solid legal
ground in continuing to enforce parking
regulations on the Grounds."
In a statement released late yesterday,
Charlottesville Commonwealth's
Attorney John T. Camblos said after
meeting with University officials, "We are
in agreement that the recent extension of
the jurisdiction of the University's police
force one mile from the city limits will
permit the University's parking
regulations to be enforced in the city
courts."
The Security Department's authority
to enforce parking ordinances on the
Grounds was questioned Friday when Mr.
Camblos said in an interview with WINA
newsman Ray Carey the switch in
jurisdiction had resulted in a situation
where Security Police could not legally
enforce county parking ordinances.
The department's jurisdiction was
changed from the county to the city by
Charlottesville Corporation Court Judge
George M. Coles, April 8.
Mr. Camblos said that the county
ordinances were the only cones applicable
on the Grounds.
Explaining the Security Department's
position, Mr. Bromwell said "In almost all
instances, there is a state law that covers
the same ground as the local ordinances."
"Situations in which we would in the
past charge a person with the violation of
a county ordinance, will now be handled
under the state law covering the same
area," he said.
"In my opinion," he continued, "the
problem is now mainly of a technical
nature involving the need to clarify the
issue of jurisdiction."
"Some specific matters might have to
be clarified," he said, "but I don't think
that the clarifications will affect any
individual cases."
Mr. Bromwell said that the Office of
the Legal Advisor is looking into "several
aspects" of the situation for the Security
Department.
