ICAP Concludes
Security Dept. Study

After almost a year, the
International Association of
Chiefs of Police (IACP) has
finished its study of security
conditions at the University,
but their findings will not be
released to the public for about
two weeks.

The IACP was
commissioned last May afer
two stormy months for the
Security. Department and the
University. First Security
Officer Walter Chaffin was
accused of racism and later
transferred to another
department in the University,
and then the jurisdiction over
the Security
Department   was moved
from the Albemarle Circuit
Court to the Charlottesville
City Court.

Procedure Improvement

According to University
Security Director, W. Wade
Bromwell, the study was to
improve security procedures,
better police-community
relations and increase the
effectiveness of the entire
criminal justice system.

The study is supposed to
cover organization and
structure; general
administration and
management; training
programs; personnel policies
and procedures; manpower
deployment; community
relations; communications
records and information
systems.

Over 400 Pages

It was also supposed to
consider patrol, traffic, and
investigative and special or
tactical operations.

Administrators, students,
security officers and civil
authorities were interviewed
for the study.

The report is 400 pages
long and will be reviewed by
both President Shannon and
Commonwealth's Attorney
John T. Camblos before being
made public.
