Rinaca Seeks Clarification
Of Recent Allocation Ruling

Student Council President
Jim Rinaca is seeking
clarification from University
legal advisor Neill H. Alford,
Jr.. on Friday's Board of
Visitor's ruling concerning
allocation of funds taken from
the Student Activities Fee.

Mr. Rinaca said "the intent
of the Board was not very clear
and there were problems in the
interpretations."

1970 Guidelines

The Board of Visitors
denied the request for an
allocation of $45 by the Gay
Student Union on the basis of
an interpretation of their own
guidelines set up in 1970.

He stated that a
sub-committee of the Student
Activities Committee (SAC)
will be organized to review the
constitutions of all other
funded organizations,"
especially their relationship
towards propaganda, politics,
and de facto access by all
students of the University."

Extent Unknown

At this time, the extent of
the Board's ruling is not
known. Future allocations of
all organizations will have to be
reviewed and some
organizations may not receive
second semester funds."But no
organization will have their
funds for the first semester
retracted," according to Mr.
Rinaca.

At a meeting yesterday Mr.
Williams, Assoc. Dean of
Students Annette Gibbs, Mr.
Rinaca and Student Council
Vice President Larry Sabato
discussed the ramifications of
the Board's present resolutions
and what they meant in terms
of second semester student
allocations.

Two members of the Board
of Visitors Vice President for
Student Affairs D. Alan
Williams and the SAC will
review the funding procedure
of the SAC and report any
possible changes by April. Mr.
Williams said he was "hardly
surprised" at the Board's
decision.

No 'Automatic' Funds

Mr. Williams said "no
organization will automatically
receive money on any
circumstances.

At this time, Mr. Williams
"did not know what affect the
Board's ruling would have on
other organizations."

He also said the statement,
"The Board has no power to
authorize a disbursement of
funds for a purpose unrelated
to the educational purposes of
the University" is unclear.

The ruling is expected to be
interpreted by the end of
February or the beginning of
March, at which time decisions
will be made on second
semester funding.
