State Senator Herbert H. Bateman of
Newport News charged Monday that sex
among students at the state's colleges and
universities has "gotten out of hand.'

Mr. Bateman made the charge at the
Senate session on Monday and proposed a
resolution that would tighten control
over dormitory visits by members of the
opposite sex and would help clean out
"bawdy houses" that have replaced
dormitories on campus.

In making his resolution, the Senator
painted a lurid picture of dormitory life.
He said that students are dating in each other's
bedrooms and that they are sharing the same
bathrooms at the same time. He said also that
students are spending nights together in the
dorms.

Senator Bateman said that parents are
alarmed at this situation. He added that he had
been informed by the state's attorney general
that if these reported situations (which he said
were based on facts) could be proven, that
college administrators could be prosecuted for
"keeping a bawdy house."

To back up his claims, the Senator told the
tale of a dormitory house mother who had
threatened to quit her job, saying "I refuse to
serve as madam of a house of ill repute."

Mr. Bateman's resolution would provide
administrators tougher control over dormitory
visits by members of the opposite sex. He
ordered that his resolution be reported out of
the Rules Committee to the floor for prompt
action.

He added further that the actual situation is
even worse than his own description of it.
