Mannix Supports Busing;
Condemns Lambeth Plans

Kevin Mannix, president of Student
Council, appraised the scope of the
Student Council in the annual
presidential report to the University
community released yesterday.

He suggested University policy
changes which include academic calendar
reform, rejection of the current Lambeth
Field proposals, the establishment of a
University busing system, and the
appointment of three students to the
Student Activities Committee.

Regarding calendar reform, Mr.
Mannix stated in his report that "a special
University group is expected to have a
final proposal for calendar reform ready by
October of this year." The members of this
committee are composed of representatives
from Student Council and the University
Calendar and Scheduling Committee.

Mr. Mannix upheld opposition to the
present Lambeth Field proposals by citing an
opinion referendum showing that 70 per cent
of students are opposed to construction of
high-rise apartments on Lambeth Field.

Agreeing that "new housing is desperately
needed," Mr. Mannix confirmed that "Student
Council has consistently favored the
construction of a residential college as a means
of preserving — or creating — a sense of
community."

He added that "such a residential area does
not require a central dining area and
dormitory-style units, as some administrators
continue to believe." Mr. Mannix emphasized
that "the essential feature is the development
of facilities and activities designed to create a
sense of participation and belonging."

According to Mr. Mannix, "student concern
has been shunted aside by the Lambeth Field
Committee, particularly by D. Alan Williams,
its chairman."

He said Mr. Williams remarked that an 8,000
to I vote against the proposed plans would not
change his mind. Mr. Mannix flatly stated that
"we don't like Mr. Williams' attitude."

Mr. Mannix cited an example of Mr.
Williams' attitude. He asserted that "the
Student Council was misled as to the approval
of the Lambeth plans - we were told that they
were 'final' - and the selection of architects —
we were led to believe this was essentially
complete — only to find that even the concepts
regarding Lambeth Field had not yet been
approved by the Board of Visitors."

In the report, Mr. Mannix supported the
establishment of a University busing system
beginning September 15. He stated that "the
Student Council showed the administration
that a busing system could be set up quickly.
He suggested that if the University rented four
buses and charged to park on the Grounds that
a bus could pass different points around the
University every five minutes.

Mr. Mannix also suggested that three of the
nine members of the Student Activities
Committee be students. The SAC, a University
committee, hears appeals of Student Council's
allocations. Mr. Mannix feels that the role of
the Student Council would be strengthened by
these appointments.
