Girls-In-Dorms Program Ready
For President's Final Approval

Female Guest Program May Take Effect Next Week

Girls in the dorms may be
a reality by next week if the plan
presented to University President
Edgar F. Shannon by Student
Council President Ed Ford late
yesterday is accepted.

The result of extensive work
over the last two weeks by the
student committee, the plan for
the administration of girls in the
dorms calls for the "granting to
the residents themselves the responsibility
and authority to govern
their respective dormitory
areas.

For this reason it recommends
three "resident councils," one for
male undergraduates, one for
male graduate students, and one
for women students. These councils
will be responsible for administration
and enforcement of
the resolutions.

Each of these resident councils
will be composed of representatives
from the respective living
areas and will be elected for one-term
sessions. The councils will
elect their chairman from themselves
with no dormitory counselor
or eligible to serve.

Violation Jurisdiction

Meeting at the discretion of
their chairmen, the councils will
have jurisdiction over all alleged
violations occurring in their area.
Cases may be referred to these
councils by any source, but primary
responsibility for the administration
of the provisions of
the resolutions will rest with the
representatives.

In addition, "procedure for the
operation of the councils will be
determined by their members in
conjunction with the members of
the review board."

This review board will be exclusively
composed of three Student
Council and three Judiciary
Committee members, and the
three Vice-Chairmen of Counselors.
A chairman will be chosen
from within the committee.

Review Board

All decisions and sanctions of
the resident councils will be subject
to review and modification
by the board. Such decisions will
be final.

The resident councils and the
review board will consider all
facts and circumstances surrounding
any matter when it comes before
them.

"When the review board deems
it appropriate it will refer a case
or aspect of a case to the appropriate
agency within the University
along with the record of the
case, a report of the action taken
by the review board, and any
recommendations of the review
board."

The student committee recommended
certain changes in the
original provisions of the resolutions
which they felt would provide
for a more effective administration
of the plan.

Registering Required

It was recommended that a
resident be required to register
his guest with his resident council
representative rather than with
the dormitory counselor. Also
they felt that the majority of any
living unit could petition for the
provisions subject to the discretion
of the review board.

In an interview with The Cavalier
Daily Mr. Ford said, "I
would like to thank the members
of the committee; it is my feeling
that we did accomplish a lot in
the short space of time that we
allowed ourselves to work. I honestly
believe that the conclusion
we reached and the recommendations
that we made are both justifiable
and workable.
