Judiciary Asserts 'Scalping'
Makes 'Unhealthy Atmosphere'

In light of recent publicity stemming from the "scalping" of ACC
Basketball tickets by University and other college students and several
sports figures, the Judiciary Committee issues the following policy
statement: "In the future the Judiciary Committee will not condone
the 'scalping' of tickets for athletic, cultural, and social events and will
consider 'scalping' by University students ungentlemanly conduct and
conduct tending to bring discredit on the University." The Committee
defines 'scalping' as selling a ticket for more than its face value.

The Judiciary Committee believes that such ticket selling practices
particularly create an unhealthy and deleterious atmosphere around
athletic competition for three reasons:

1. Scalping practices cause inequality in the sale of tickets to
students and fans.

2. Scalping practices can as was the case in North Carolina subject
student sellers to criminal prosecution, public harassment, and potential
black marks on their record.

3. Scalping practices can cause adverse publicity and discredit on the
University or college whose students are involved.

As a result the Judiciary Committee has asked the chairman of the
Athletic Advisory Committee of the University to set up a committee
to investigate the practice and the extent of ticket scalping by
University athletes and to develop a ticket sale policy which does not
include opportunities for ticket scalping. Hopefully later this Spring the
Athletic Department or the President of the University will publicly
announce such a policy as developed by the council.
