Robert Kaplan
To Address
Law Students

Robert Phillip Kaplan, Liberal Party
member of the Canadian House of
Commons, will speak on "Canada's
Special Problems Relating to the Ocean
Floor" at 4 p.m. next Wednesday in the
Law School Student Lounge.

Appearing at the invitation of the
John Bassett Moore Society of
International Law and the Legal
Environment Group, Mr. Kaplan will
address himself to the political problems
relating to Canada's salt water areas.

He plans to summarize and explain the
Canadian positions on control of salt
water fishing zones, sea water pollution; the
continental shelf, and the Northwest Passage.

Because of the discovery of major oil
reserves along Alaska's North Slope and the
recognition of the possibility of using the
Passage as a tanker route, this area has recently
come under extensive study by environmental
scientists, since the delicate ecological balance
may be easily upset.

Mr. Kaplan is a graduate of the University of
Toronto and has practiced law in the Toronto
area. He has been active in United Nations
affairs and is presently the senior advisor to the
Canadian delegation in New York.

He is a member of the Canadian House of
Commons standing committee on finance,
trade, and economic affairs.
