New Auditing System
To Begin Operation

By Mark Pirrung
Cavalier Daily Staff Writer

In a special meeting on Thursday
afternoon, the Student Council approved
a new system of Student Activities
Committee's expenditures, which
complicates but safeguards all future
release of funds by that office.

Treasurers of all organizations and
publications around the grounds will not
be officially introduced to the new
system, but will become familiar by association.

Student Council has also approved the
proposed administrator of funds - Larry
Craighead, who is in the process of setting up
office among the offices of student government
on the fourth floor of Newcomb Hall.

Funds will not be available until Friday
when the office has had time to arrange its
accounts with the bank.

Forms Available

Forms SA-1 and SA-2 will be made available
at that time and their purpose will be explained
in detail.

In brief, Form SA-1 is an "Authorization
Form" which must be filled out by each
organization for the files of the Auditor's
office. On this form the Treasurer of every
activity which is to receive funds must list the
officers and contacts for the reference of the
office.

Form SA-2 is an "expenditure voucher"
form and must be filled out in duplicate each
time that the organization desires to receive a
check.

Checks will be issued only for avowed debts
incurred by the club and approved for payment
by the Student Activities Committee. In this
manner the SAC will be able to be sure that
they are paying for what they approved.

Student Council President Kevin Mannix
outlined the benefits that the new system
would offer clubs as well as the SAC.

Political groups that previously were not
supported by the Committee will be able to
receive funds for activities that are not
politically oriented, because the accounting
system will assure Council of the receiver of the
funds.

Office Hours

Mr. Craighead, student of dentistry at the
University and previous accountant for the
University auditor's office, has announced
office hours for his duties as SAC auditor. Mr.
Craighead will be in his office on Mondays from
2 to 4 p.m. Tuesday from 9 to 11 a.m.
Wednesday, 10 a.m. to noon; Thursdays, 8 to
10 a.m., and Fridays 10 a.m. to 2 p.m.

A separate telephone extension will be
installed at Mr. Craighead's desk, but for the
time being he may be reached through the
phone at the student government office
924-3454.
