In a close election, Ted Foote edged
out Doug Bain last night to become
President of the Inter-Fraternity Council
for the coming year.

In the other contests, Steve Baskin
was chosen vice-president, Bob Bryan was
elected secretary, and Ken Dierks was
made treasurer.

In his election speech, Mr. Foote, a
member of St. Elmo Hall, noted that
fraternities face "a different situation
now than in the immediate past." He said
that recognition was harder to get and
that fraternities had to contend with
more criticism now than in past years.

Mr. Foote said that the IFC was
concerned over the criticism and he felt
there was "a willingness and desire to
change" among the fraternities at the
University.

He urged the IFC representatives to expand
the membership the fraternities to include
"all segments of the University." Mr. Foote also
said he thought the fraternities ought to get out
of the "social rut" they are in.

He urged, as did most of the candidates for
office, the fraternities to join together to buy
their furniture and food cooperatively, to get
discounts.

He noted that there is a danger of losing
"one, two or three houses," and closed his
speech by saying that "the system should be
strengthened from within and kept current."

Both Mr. Foote and Mr. Baskin were
co-chairmen of the IFC's Rush Evaluation
Committee. Mr. Baskin, in his speech for the
vice-presidency, noted the need for a revised
rush program.

He said that "every house should almost be
compelled to do some kind of community
service" to regain the respect of the Charlottesville
community for the fraternities. "That
way," he continued, "when we ask for greater
police patrols during big weekends, the
Charlottesville police will be more receptive."

Mr. Baskin said he thought the most
"pressing problem" for the IFC was the lack of
communication between the IFC Governing
Board and the house representatives. Mr. Baskin
is a member of the Phi Epsilon Pi Fraternity.

Four Candidates Were Elected Treasurer, Vice-President, President, Secretary.

Bob Bryan, who is a member of the Theta
Delta Chi Fraternity, said in his speech for
secretary that he would work hard to improve
communications between "our fraternity system
and those of other schools."

Ken Dierks, who is a member of Zeta Beta
Tau Fraternity, said he would try to make a
survey of the fraternities on the Grounds to
determine their financial stability and use his
office to help those houses in difficulty out.

Practically all the candidates said they
thought that the Governing Board had been
making too many decisions on their own this
year without consulting the IFC representatives,
and all vowed to allow more discussion of
issues by the individual houses.
