Evans Elected Student Council President

Non-Segregation Rule
Temporarily Dropped
For Further Studying

In its last meeting before exams,
the Student Council elected Martin
F. Evans as its President for the
coming semester.

Mr. Evans defeated Parker
Brown 11-9 in a runoff ballot.
In the first ballot, the voting was
Mr. Brown 9, Mr. Evans 7, and
Frank Homer 3.

In voting for other positions,
Foster Witt won the vice-presidency
in an election against
Mr. Homer and Jeffrey Gates.

Chris Wilson was chosen secretary,
and Mr. Homer as
Treasurer, both by acclamation.

Re-evaluation

By a vote of eleven to six,
the Student Council last night
temporarily suspended its rule barring
recognized University organizations
from using segregated
facilities to study the regulation
further.

The motion was submitted by
George McMillan following the
efforts of the Nursing School Student
Council to secure permission
to use Fry's Spring for their junior-senior
dance February 16.

The group first applied to the
Council for recognition, and, having
received it, then asked to use
the segregated establishment since
their commitment to it was already
set and there was no other
available place for the dance.

Joseph Fioravanti countered,
however, that "We excepted Phi
Alpha Delta just a while ago.
If we except two organizations this
quickly the true purpose of the
rule fails: to place economic pressure
on these establishments."

Alan Bigley replied that "At
present this rule discriminates against
the majority. There are no
Negroes in the Nursing School,
so if the establishment where they
have this dance is segregated it
doesn't matter; yet it prevents
them from going where they
choose."

'Predictive Breach'

"This is a case of predictive
breach, not of punishing an offender,"
said Beverly Crump. "I
don't see how we can have a rule
and then vote to allow violations.
Just to vote on this is a dilemma-if
we allow them to hold the dance
at Fry's Spring, we've abolished the
rule; if not, we've done a great
disservice to these girls."

Mr. Witt then withdrew his
motion, in favor of a substitute
motion by Mr. McMillan to "Suspend
the regulation until we can
study the actual number of recognized
groups and how to best
approach the situation."
