9142. WILLIAM AND MARY COLLEGE, Aid for.—

The late change in the
form of our government, as well as the contest
of arms in which we are at present engaged,
calling for extraordinary abilities both in council
and field, it becomes the peculiar duty of the
Legislature, at this time, to aid and improve
[William and Mary] Seminary, in which those
who are to be the future guardians of the rights
and liberties of their country may be endowed
with science and virtue, to watch and preserve
the sacred deposit.—
